Lieutenant Colonel Ramsay was a member of Headquarters Company, Headquarters Battalion, 3rd Marine Division. On January 21, 1968, he was flying in a Cessna Bird Dog Observation Aircraft (O-1D) directing Naval gunfire over North Vietnam, when contact with the aircraft was lost. His remains were recovered on January 1, 1998 and identified on July 19, 2001. His name is permanently inscribed on the Courts of the Missing at the Honolulu Memorial.
