Captain Phillips was a member of 10th Fighter Commando Squadron. On July 3, 1966, he was the pilot of a Northrop Freedom Fighter (F-5C) flying near the western coastline of South Vietnam when his aircraft was hit by enemy fire, crashed and exploded near Rach Gia, Kien Giang Province, South Vietnam. His remains were recovered on April 20, 2004 and identified on September 14, 2004. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
