Seaman Payne was a crew member of the Ashtabula class Fleet Oiler USS CHIPOLA (AO-63). On June 5, 1972, he fell overboard and was drowned at sea near South Vietnam. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
