Sergeant First Class Payne was a veteran of World War II. In Korea, he was a member of the 442nd Counter Intelligence Corps Detachment. On June 27, 1951, after escorting four intelligence agents five miles beyond enemy lines near Kaachil-li, North Korea and obtaining valuable information to the 3rd Infantry Division, he encountered an enemy patrol and was mortally wounded.
