Colonel Palmer was a member of the 14th Tactical Reconnaissance Squadron, Udorn Airfield, Thailand. On February 27, 1968, he was the pilot of a McDonnell Phantom II Reconnaissance Fighter (RF-4C) on an unarmed photographic reconnaissance about 20 miles northeast of Khe Son, Quang Binh Province, North Vietnam. Contact with his aircraft was lost when it was over Ban Karai Pass, Savannakhet Province, Laos. His remains have been recovered and identified on May 19, 2011. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
