Major Hills was a member of the 1st Air Commando Squadron, Pleiku Air Base, South Vietnam. On February 14, 1966, he was the pilot of a Douglas Skyraider Attack Aircraft (A1-E) on an armed reconnaissance 22 miles west-south west of the Laotian/Vietnamese border in Saravane Province, Laos. His aircraft was hit during his third pass against an enemy target, his aircraft was struck by enemy fire, crashed into a hill and exploded. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
