Major Harley was a member of the 505th Tactical Reconnaissance Group, 1st Air Commando Wing. On May 18, 1966, he was serving as the pilot of a Cessna Bird Dog Observation Aircraft (O-1G) on a mission west of the Demilitarized Zone and just south of Ban Karai Pass, Laos, when his aircraft was shot down and burst into flames. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
