Colonel Govan was a member of the 606th Air Commando Squadron, Nakhon Phanom Royal Thai Airfield, Thailand. On April 1, 1967, he was the pilot of a North American Nomad Trainer (T-28D) on a mission over Laos. While preparing to attack a target, his aircraft was hit by hostile fire and crashed.
