Horace Mayfield Culpepper was born in Elizabeth City, North Carolina on February 15, 1899. On November 2, 1918, he married Cora Estelle Sutton at Pasquotank County, North Carolina and they had two daughters. They divorced in 1929 and Cora was awarded custody to their two children. In 1931 he married Maude Tilly Mann at Elizabeth City, North Carolina and they moved to Panama to work as a meat cutter at the commissary for the Panama Canal Company. they lived at Ancon, Canal Zone and they had a son, Horace Mayfield Culpepper, Jr. After his retirement he remained in Panama. He died on July 15, 1966 at the Gorgas Army Hospital and was buried at the Corozal American Cemetery.
