Arthur John Conley was born in Perry, New York on April 11, 1881. After schooling, he was employed as a Stenographic Secretary, U.S. Railroad Administration in the Interstate Commerce Building, Washington, DC. In November 1917, the U.S. Government appointed him as a clerk to the embassy in Cuba. He departed Cuba in January 1918 and was assigned as executive clerk with the Panama Canal Company. He died on March 26, 1933 and was buried at the Corozal American Cemetery.
