Commander Collins was a member of Attack Squadron 196, Carrier Air Wing 2 aboard the Aircraft Carrier USS RANGER (CVA-61). On November 22, 1969, he was the pilot of a Grumman Attack Aircraft Intruder (A-6A) on a night road reconnaissance seeking targets of opportunity on the Ho Chi Minh Trail in Savannakhet Province, Laos when contact with his aircraft was lost. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
