Roscoe Cleveland was born in Georgia on October 31, 1914. He was married. He enlisted as a Private in the U.S. Army for the duration of World War II. After the war, he moved to the Canal Zone and became a Master of the Scottish Rite in 1965. He worked for the Defense Mapping Agency. He died on March 27, 1976 in Costa Rica and was cremated. His urn was stored at the Scottish Rite Temple in Panama. Upon a request from the Scottish Rite, his urn was buried in a mass grave at the Corozal American Cemetery in May 15, 2002.
