Victor Armando Cisneros was born in Panama on March 23, 1921. He married Isabel EspaÃ±o Cisneros and lived at Las Cumbres, Panama. He worked for the Panama Canal Company for 31 years as a Motor Launch Operator. After retirement he remained in Panama. He died on April 8, 1974 and is buried at the Corozal American Cemetery with his wife, Isabel Cisneros, and near his sister Edilma M. Cisneros.
