Valentin Cesar was born in the Philippines on August 23, 1893. He immigrated to the United States in 1910 and became a naturalized citizen. He enlisted in the U.S. Navy and was promoted to Machinist's Mate Second Class. On April 26, 1917 and he served aboard the destroyer, USS Barker (DD-213), the Cleveland class cruiser, USS Miami (CL-89) and the Casablanca class aircraft carrier, USS Hollandia (CVE-97). He was a veteran of both World War I and World War II. On April 7, 1945, he was assigned to Headquarters 15th Naval District at Balboa, Panama. Upon retirement on May 31, 1945, he remained in the Canal Zone. He died on December 17, 1969 at the Gorgas Hospital and was buried at the Corozal American Cemetery.
