Steward Second Class Carter served aboard the ocean tug USS SARSI (AFT-111) in Korean waters. He was Killed when his ship struck a floating mine near Huingnam, North Korea on August 27, 1952. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
