Chief Electrical Artificer Frank Carter was born in Thatcham, Berkshire, England on September 11, 1886. He served on the ship "HMS Defiance" during World War I. He was promoted to Chief Electrical Artificer on the Fleet Sweeping Sloop "HMS Diomede", Royal British Navy after the war. He died while on active duty on June 21, 1928 at the Gorgas Hospital, Ancon, Canal Zone of Septicemia and is buried at the Corozal American Cemetery.
