Robert E. Blackwell was born in Rhode Island on April 26, 1895. He was commissioned as an officer in the U.S. Navy and was promoted to Commander. He served during World War I and World War II. After retirement he moved to Panama. He died on February 21, 1956 and was buried at the Corozal American Cemetery.
