Charles E. Blackwell was born in Mississippi in 1874. He moved to Panama to work for the Panama Canal Company as Foreman, Material and Supply Division, living at La Boca, Canal Zone. He died on November 20, 1905. He was buried at the Ancon Cemetery. He was disinterred and cremated in 1914 and buried at the Corozal American Cemetery.
