Major Billipp was a member of the Marine Observation Squadron 6, Marine Air Group 39, 1st Marine Air Wing. On May 6, 1969, he was flying in a Cessna Bird Dog Observation Aircraft (O-1G) on a visual reconnaissance of Highway 9 from Ca Lu to the Laos border, when contact was lost. His remains were recovered on March 29, 1996 and identified on November 1, 1996. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
