Lieutenant Colonel Welch was a member of the 11th Tactical Reconnaissance Squadron at Udorn Airfield, Thailand. On January 16, 1967, he was the pilot of a McDonnell Phantom II Reconnaissance Fighter (RF-4C) on an unarmed reconnaissance mission near Hanoi, North Vietnam, when his aircraft was shot down about 35 miles northwest of Hanoi. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
