Major Bower was a member of the 421st Tactical Fighter Squadron, McConnell Air Force Base, Kansas. On August 3, 1965, he was the pilot of a Thunderchief Fighter (F-105D) on an operational mission 20 miles southeast of Vinh, Ha Tinh Province, North Vietnam, when his aircraft was struck by hostile fire. He headed towards the sea and ejected. His parachute fail to deploy in time. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
